Add That Which Gave Chase - #2961

If you are adding or modifying an Auto Splitter, please fill out this checklist:

• My Auto Splitter does not contain any malicious functionality and I'm entirely responsible for any damages myself. (Any kind of abuse in an Auto Splitter will result in an immediate ban.)
• I am not replacing an existing Auto Splitter by a different author, or I have received permission from the author to replace the existing Auto Splitter.
• The Auto Splitter has an open source license that allows anyone to fork and host it.

Replaces #2959, which was closed because the checklist was missing. Sorry about that.

Adds an ASL autosplitter for That Which Gave Chase (Steam).

• Auto start on the New Game confirmation
• A split at the end of each level, with optional subscene splits (off by default)
• Final split on the first frame of the title card
• Reset on quitting to the main menu
• Load removal (Game Time)

The script reads the game's checkpoints from the registry (Unity PlayerPrefs), so splits do not depend on memory addresses. asl-help is pinned to commit 9a17c5e, the version it was tested with. Released under CC0 1.0.
